Shopify Developers vs a Shopify Agency: What's the Difference and Which Do You Need?

Research lab

A practical breakdown of what a freelance Shopify developer covers versus what a Shopify agency covers, and how to diagnose which one a given project actually calls for.

October 21, 2026

Your Shopify checkout starts rejecting a discount code three days before a $60,000 sale event, and the person who built the site two years ago hasn't answered an email in six weeks. That's one version of the problem. The other version is quieter: the site runs fine, but it has outgrown the business behind it, and no single fix is going to close that gap.

Both situations lead a business owner to the same search bar and the same query: Shopify developers near me. What comes back is a mix of solo freelancers, small studios and full agencies, all describing themselves in roughly the same language, at prices that can differ by a factor of ten.

The two aren't interchangeable, and treating them as though they are is where the expensive mistakes start. A freelance developer and a Shopify agency solve different problems, carry different risk if something goes wrong and are priced for entirely different scopes of work.

What a Shopify developer actually covers

A freelance Shopify developer is one person, working alone or through a small collective, hired for a defined technical task. That could be custom Liquid code on a product template, a broken API call to a freight provider or a theme tweak that a client's in-house team can't get right. If you can describe the job in a paragraph and hand over a spec, a developer will often do it faster and cheaper than anyone else.

What you're buying is execution rather than judgement. Most freelancers aren't set up to weigh commercial strategy against design decisions against technical constraints at the same time, because that isn't the job they were hired for. Ask a developer to fix a shipping calculation and you'll get a fixed shipping calculation. Ask the same person to rebuild your customer journey and you're asking them to operate outside the scope they quoted on.

What a Shopify agency actually covers

A Shopify agency is a team, not a person, and the difference shows up in what the team can hold at once. Design, build, integrations and post-launch support sit under one roof, with specialists covering each part rather than one generalist covering all of it.

In a genuine Shopify build, design happens inside Shopify's own theme architecture at the same time as development. There's no signed-off design phase handed across to a separate build phase weeks later; the two run together, because Shopify's theme system doesn't really allow otherwise. That's a structural reason agencies tend to be built around teams rather than individuals: someone needs to hold design and commercial logic and technical execution in view simultaneously, and few people do all three well.

For a business already running Shopify Plus, or approaching the volume where it makes sense, that team structure matters even more. Shopify Plus builds tend to involve more integrations, more stakeholders and more that can go wrong in the handover between them.

Support after launch looks different too. A freelancer's relationship with a project often ends at handover, because there was never a support arrangement built into the original quote. An agency selling ongoing monthly support has priced that continuity in from the start, whether that's small content changes, bug fixes or someone available when Shopify pushes a platform update that affects a customisation.

Cost, capability and continuity

A freelancer's day rate is almost always lower than an agency's, and for a narrow job that's a fair trade. You're paying for one skill set applied to one problem. An agency costs more because you're paying for coordinated capability across several skill sets, plus the overhead of a business that can be there in twelve months.

Continuity is the part that doesn't show up in either quote. A solo freelancer is a single point of failure. If they get busy, change direction or simply stop replying, whatever they built goes with them, along with the context of why it was built that way. An agency spreads that knowledge across a team, so the person who answers your call next year didn't necessarily write the original code, but can still read it.

Some of what looks like an agency's own delivery team is subcontracted out to a specialist studio behind the scenes. We do exactly this kind of white label Shopify development for other agencies ourselves, so ask directly who will be doing the work before you sign anything.

Diagnose your own situation first

Before comparing quotes, work out which question you're actually asking. Is this a fix, or is this a rebuild?

  • A single, well-defined technical task with a clear spec and no design dependency points to a developer.
  • A commercial rebuild, a platform migration, or a project where the scope will keep shifting as you learn more points to an agency.
  • A store adding new systems across inventory, freight and accounting at the same time as a redesign is rarely a one-person job, whatever the initial quote suggests.

That last case is more common than it sounds. A retailer moving onto Shopify while also connecting an ERP, a freight system and an accounting platform is coordinating several vendors at once, and someone needs to own that coordination. We've written in more detail about what that looks like in practice in our piece on complex Shopify integrations, including where the line sits between what a website team scopes and manages and what the platform vendors build themselves.

What happens when the developer isn't available

This is the scenario that turns a cheap decision into an expensive one. A freelancer who built a site solo two years ago is under no obligation to still be reachable, still working in Shopify, or still willing to touch code they didn't document well the first time. When that happens mid-campaign, mid-migration or mid-anything, the business is stuck rebuilding institutional knowledge from scratch under time pressure.

We've set out the practical steps for that exact situation in what to do when your Shopify developer goes MIA, including how to recover access, assess what you're actually working with and decide whether to patch the relationship or move the site to a team that won't disappear on you again.

Checking who you're actually about to hire

Whichever direction you go, verify the person or the team before committing budget to them. A Shopify Partner badge, a portfolio link and a confident sales call don't tell you much about who will actually be writing the code or answering the phone in month eight. Our guide to Shopify experts in NZ covers how to check credentials properly, including the difference between a Shopify Partner agency and a Shopify Plus Partner and the questions that actually separate the two from a badge on a website footer.

Common questions

Can a freelance Shopify developer design a store from scratch?

Some can, particularly if they've worked as a designer before moving into development. Most freelance Shopify developers are hired specifically because they aren't also being asked to run commercial strategy or brand design, so a full store design and build sits outside the scope they've quoted on.

How much does a Shopify agency cost compared to a freelancer?

An experienced freelancer's day rate can sit well below an agency's blended rate, because you're paying for one person rather than a coordinated team. The gap widens further on larger projects, where an agency's cost reflects design, integration planning and support that a solo developer isn't quoting for at all. All figures should be checked ex GST.

Do Shopify agencies build third-party integrations themselves?

An agency scopes, manages and coordinates integrations with systems like ERP, freight and accounting platforms, working closely with the relevant vendor. The technical connection itself is built by the platform or app provider, with the agency responsible for making sure it's specified correctly and works inside the site as intended.

What happens if I hire a freelancer and later need an agency?

It happens often, and it isn't a failure of the original decision. A narrow technical fix can be exactly right at the time, and a business outgrowing that scope six or twelve months later is a sign of growth rather than a sign the first hire was wrong. The main cost is the time an agency needs to properly understand what the freelancer built before extending it.

Is Shopify Plus only relevant for large enterprise stores?

Shopify Plus becomes worth considering once order volume, checkout customisation needs or multi-currency requirements start pushing against the limits of standard Shopify, which for many NZ and Australian retailers happens well before "enterprise" would describe them.

How do I check if a Shopify developer or agency is actually qualified?

Ask for the Partner status directly rather than taking a badge at face value, ask who specifically will work on your project and ask for a live reference site you can test yourself. Our full breakdown of how to vet credentials sits in the Shopify experts guide linked above.

Can a Shopify agency work alongside a freelancer I already have?

Yes, and it happens often on larger projects. An agency can scope and manage the technical build while a freelancer with existing platform knowledge stays involved on specific integrations, provided the reporting lines are clear from the start.

If your situation looks like a full rebuild, a migration or a store that needs design, build and integrations working together, that's the project we take on. Talk to us through our Shopify website design service or get in touch directly via our contact page and we'll tell you plainly whether it's a job for a developer or a job for us.

Summary

A freelance Shopify developer suits a single, well-defined technical task with a clear spec, at a lower cost but with no design or strategy capability and no cover if they become unavailable. A Shopify agency suits a commercial rebuild, migration or project involving design, integrations and ongoing support, at a higher cost but with a team that doesn't disappear with one person. Work out which situation you're in before comparing quotes.
